Alcott HR President Louis Basso Appointed to Serve on Long Island Regional Advisory Committee for the New York State Benefit Exchange

Louis Basso, president of Alcott HR (Farmingdale, NY and Williamsville, NY, www.alcottgroup.com), one of the nation?s leading Professional Employer Organizations (PEOs) providing a total Human Resources (HR) solution, has been appointed to the Long Island Regional Advisory Committee for the New York State Health Benefit Exchange. This Committee, along with others across the state, was established pursuant to New York State Governor Cuomo?s Executive Order No. 42. Its purpose is to provide advice and recommendations on the establishment and operation of the Health Benefit Exchange for the Long Island Region. The goal of the New York State Health Benefit exchange, an outcome of the federal ?Patient Protection and Affordable Care Act,? is to provide high quality, affordable health coverage for individuals and small businesses on Long Island and across the state. As a leading member of the Professional Employer Organization (PEO) industry, which serves small and growing businesses in the area of Human Resources, employee benefits and regulatory compliance, Basso has been involved in several related federal and state initiatives.

Basso was elected President of the New York Chapter of the National Association of Professional Employer Organizations (NAPEO, www.napeo.org); a position he still holds. Additionally, he rose through the ranks of the national organization, NAPEO, holding positions of Vice President, President-Elect, President and Chairman of NAPEO?s Federal Legislation Committee. Today, he remains an active Member of the NAPEO Board of Directors and a Member of the Board of E.S.A.C. (www.peoreliability.org/alcotthr), a PEO certification credentialing body, as well as a NAPEO Leadership Council Chair for the New York State. In 1999, he was awarded NAPEO?s prestigious ?Michaeline A. Doyle Award? for his consistent demonstration of leadership in the PEO industry.

In 2000, Basso was named the ?Small Business Advocate of the Year? by the National Federation of Independent Businesses (NFIB) and The Business Council of New York State, Inc. Later that same year, he was named a delegate to the National Small Business Summit, an event co-sponsored by the same two organizations. In 2006, he received the NFIB?s Small-Business Champion award

Over the past years, Basso has assumed a hands-on role in raising the awareness of PEOs among the general business community, as well as with key government agencies, including those serving the small business market. He was instrumental in spearheading key legislation to help small businesses on both the national and state levels. He has testified at numerous hearings including Workers? Compensation Board Hearings on licensing legislation for PEOs in New York, and the Task Force on Employee Leasing, as well as authored a pivotal white paper titled, ?The Task Force on Employee Leasing.?

Former New York State Governor George E. Pataki named Basso a Member of the Workers? Compensations Special Funds Study Commission; a role in which he helped with an evaluation of the State?s Workers? Compensations Special Funds program and recommended improvements.

In 2007, Basso was named one of the first inductees into the New York Business Hall of Fame.

He holds the designation of Certified Professional Employer Specialist and received his Bachelor?s degree from Adelphi University.
