Schaefer Center Director Appointed to Leadership Position for University Public-Service Consortium

Ann Cotten, B.S. '83, M.S., '85, D.P.A. '03, director of the Schaefer Center for Public Policy at the University of Baltimore, will serve as president of the Southern Consortium of University Public Service Organizations for 2012-13.

The Southern Consortium of University Public Service Organizations supports university-based public service institutes in their efforts to assist state and local governments and nonprofits on a variety of key issues, including the improvement of management practices, the development of leadership skills, and the facilitation of effective policymaking through research and evaluation. Among its internal activities, SCUPSO provides expertise in information exchange, collaboration and networking among its 40 member institutions. The group was founded in 1979 and will hold its annual conference in Baltimore in April 2013.

Cotten, a certified public accountant, has served as director of the Schaefer Center since 2004. She has more than 20 years of professional experience in program evaluation, strategic planning, public sector management, performance measurement, survey research, focus group moderation, and managerial accounting. She has authored or co-authored numerous research reports and has presented papers at numerous professional conferences. She is on the board of the American Society for Public Administration and a member of the 2012 Leadership Maryland class.

The University of Baltimore is a member of the University System of Maryland and comprises the School of Law, the Yale Gordon College of Arts and Sciences, the College of Public Affairs and the Merrick School of Business.
